## Title: Monitoring & Evaluation Officer – Maternity Reliever
About the Role
Millennium Water Alliance is seeking an experienced Monitoring and Evaluation professional to provide maternity relief support for the RAPID+ program. This role involves managing program monitoring activities, supporting impact evaluation processes, and ensuring robust data management and reporting throughout the program lifecycle.
Key Responsibilities
Program and Technical Support
- Support the recruitment and management of a consulting firm for the RAPID+ end-term impact evaluation
- Facilitate and oversee the commencement of the end-term impact evaluation in coordination with the RAPID+ Program Director and MWA MEAL Manager
- Support the development of bi-annual and annual operational reports for RAPID+
- Support the finalization of the RAPID+ Data Quality Assessment Report
- Collate and properly archive all RAPID+ documents and learning materials ahead of program closure
Learning and Knowledge Management
- Develop and disseminate program learning materials, including webinars, reports, learning briefs, and impact stories
- Support the strengthening of the Program Learning agenda through evidence-based documentation
Data Management and Monitoring
- Maintain the RAPID+ Indicator target tracking database
- Support partners in utilizing data collection tools to monitor indicator progress
- Review quarterly program reports and compile field reports following analysis and consolidation
- Develop action plans based on findings from field monitoring visits
- Implement partner-specific action plans resulting from technical M&E support visits
- Provide site field reports and monitoring support
Required Qualifications
Education
- Bachelor's degree in Monitoring and Impact Evaluation, Statistics, Data Analytics, Economics, or related field
Experience
- Minimum 2 years of experience in Monitoring and Evaluation within WASH programs
- Experience working with partners or sub-recipients in multi-donor setups
- Demonstrated experience with data analysis tools such as STATA and/or SPSS
- Experience with mobile-based and cloud-based data collection tools (KOBO Collect, Commcare, ODK, or similar applications)
- Familiarity with USAID, Swiss SDC, Dutch, or other bilateral donor M&E framework requirements and reporting formats
- Understanding of market systems and governance-strengthening approaches
