Job Purpose
The Director General (Chief Executive Officer) serves as the accounting officer for the Kenya Roads Board and is responsible for providing strategic leadership and overall management of the organization. This role involves administering the Kenya Roads Board Fund, overseeing the maintenance, rehabilitation, and development of roads funded by the Fund, coordinating optimal utilization of resources, and advising the Cabinet Secretary on all matters related to the road sector.
The Director General leads key initiatives including the Fuel Levy Securitization Programme, the Road Sector Investment Programme (RSIP), Road Inventory and Condition Surveys (RICS), and the Annual Public Roads Programme (APRP). The position requires formulation and execution of policies and strategies that enhance road infrastructure efficiency and sustainability.
Duties and Responsibilities
- Oversee the management, coordination, and financing of the national road network, ensuring maintenance and development align with the approved Road Sector Investment Programme (RSIP)
- Determine the allocation of financial resources for road agencies based on approved investment programmes funded by the Fund
- Oversee the securitization of a portion of Fuel Levy to meet road sector financing requirements
- Advise the Cabinet Secretary responsible for roads on matters related to road maintenance, rehabilitation, and development funded by the Fund
- Oversee the implementation and monitoring of the Annual Public Roads Programme (APRP)
- Coordinate the review of the Road Classification System and maintain the Kenya Road Register
- Oversee the development and implementation of roads management strategies
- Lead the formulation and execution of policies, strategies, and frameworks to enhance efficiency and accountability in the management of the Road Fund
- Provide leadership in the development and implementation of organizational initiatives
