## Title: Director, Finance and Accounts

About the Role

Meru County Public Service Board is seeking an experienced Director, Finance and Accounts to lead financial operations and accounting activities within the organization.

Duties and Responsibilities

  • Organize, coordinate and administer all accounting activities within the department
  • Act as liaison officer between the department and the Chief Executive Officer
  • Provide advisory services to the Chief Executive Officer and other stakeholders on all financial and accounting matters
  • Ensure proper interpretation and implementation of financial regulations, procedures, treasury circulars, letters and instructions
  • Develop supplementary financial regulations and procedures to enhance internal controls
  • Provide quality and timely accounting services including maintenance of accurate accounting records and preparation of management and statutory financial reports in conformity with legal requirements
  • Participate fully in board committees, including tender, planning, audit, and training committees
  • Authorize payments, sign cheques, identify suitable cheque signatories and set appropriate limits
  • Maintain an inventory of all bank accounts and their approved signatories
  • Ensure safe custody of government assets and records
  • Attend Public Accounts Committee hearings
  • Supervise, train, develop and deploy accounts staff within the department

Requirements and Qualifications

  • Bachelor's Degree in one of the following disciplines:
    • Commerce (Accounting/Finance Option)
    • Business Administration (Accounting/Finance Option)
    • Business Management (Accounting/Finance Option)
    • Economics
  • A minimum of three (3) years of experience as Deputy Director Finance and Accounts, OR at least twelve (12) cumulative years of relevant work experience in a comparable and relevant position, with at least two (2) years at Senior Management level
