Director, Enforcement Services

About the Role

Meru County Public Service Board is seeking a dynamic Director of Enforcement Services to lead and expand our enforcement operations. This position offers an opportunity to make a significant impact on revenue collection and compliance across the county.

Key Responsibilities

• Oversee planning and execution of revenue mobilization and collection strategies across the county
• Formulate and disseminate revenue policies, programmes, and strategic plans
• Lead investigations into tax evasion, under-reporting, and other revenue irregularities
• Collaborate with legal and enforcement teams to address revenue violations
• Administer maintenance of accurate records of revenue transactions and taxpayer databases
• Maintain proper inventory control of revenue collection tools and equipment
• Promote discipline within the Revenue enforcement unit
• Formulate strategies for identifying potential revenue sources and ensuring compliance
• Ensure adherence to professional conduct and ethical standards among the team
• Coordinate county revenue enforcement meetings
• Organize security enforcement activities during county official events
• Oversee preparation of revenue enforcement reports
• Develop emergency procedures and contingency planning protocols
• Conduct security inspections and assessments of revenue collection points
• Lead budgeting and planning exercises for the unit
• Organize and oversee routine parades and security drills
• Manage performance evaluation and capacity building initiatives for the revenue enforcement unit
• Deploy enforcement officers effectively within the organizational structure

Required Qualifications

• Master's degree in Criminology, Security Studies, Public Administration, or a related field, OR
• Equivalent approved training from a recognized institution such as:
  • Administration Police Training College (A.P.T.C)
  • Kenya Police Training College
  • Criminal Investigation Department (C.I.D) Training School
  • City Inspectorate Training College
  • National Youth Service (N.Y.S)
  • Military Training Institute
  • Any other similar accredited training institution
• Minimum twelve (12) years of service as commissioner or equivalent senior enforcement position
