Job description
A reputable organization seeks a dedicated individual for this role.
At this grade, an officer serves as the head of a Directorate and provides leadership in the Directorate of Legislative and Procedural Services, Committee Services or the Parliamentary Service Commission Secretariat.
Duties and Responsibilities
- Facilitating efficient and effective operations of the House Leadership, Plenary and Committees;
- Facilitating Members of Parliament to effectively discharge their Constitutional roles of law-making, representation and oversight;
- Ensuring adherence to House Rules and Procedures;
- Providing impartial and authoritative professional services to Members of Parliament, government institutions, relevant stakeholders and members of the public;
- Developing public engagement mechanisms and strengthening avenues for public access to Parliamentary business;
- Controlling of and accounting for financial and other assets in order to promote the efficient and effective use of resources;
- Enhancing transparency in operations and accountability in respect of the functions of the Directorate;
- Improving overall efficiency and building a collaborative relationship with external stakeholders;
- Preparing annual work plans and procurement plans for parliamentary activities;
- Implementation of the performance management system; and
- Building and maintaining engaged and impactful teams
- Masters Degree from a recognized university;
- Bachelors Degree in Social Sciences or any other relevant discipline from a recognized university;
- Have at least fifteen (15) years relevant work experience in public affairs, parliamentary affairs or a relevant field, three (3) of which must be at the position of Deputy Director or a comparable position with similar responsibilities in the public service;
- Five (5) years proven working experience in senior management or leadership position;
- A certificate in Strategic Leadership Development course (SLDP) offered by KSG or an equivalent training;
- Demonstrated proven and enduring flair for parliamentary procedure and practice, and have wide experience on the role, functions and operation of Parliament;
- Knowledge of the parliamentary Standing Orders and their application in parliamentary work;
- Demonstrated leadership and management skills, communication skills, interpersonal skills, organizational skills, negotiation skills, team building, problem solving, conflict management, and supervisory skills;
