Deputy Finance Officer

This vacancy presents an opportunity to join a leading organization. The Deputy Finance Officer is a permanent and pensionable position.

Job Purpose

To design, develop, and implement strategies for providing financial advice to University management and guidance in financial decision-making by establishing, monitoring, and enforcing appropriate financial policies and procedures to ensure compliance with Government financial regulations.

Key Responsibilities

Reporting to the Finance Officer, you will be responsible for:

• Coordinating the development of accounting policies, strategies, regulations, guidelines, and procedures
• Coordinating the preparation of annual financial statements
• Authorizing payments
• Coordinating the development and monitoring of departmental work plans
• Reviewing management reports and advising management on the University's financial performance
• Validating and approving administration of all tax and statutory compliance issues and effective management of payroll
• Ensuring accurate and timely payments for goods, works, and services
• Reviewing periodic reports for submission to the National Treasury
• Ensuring adherence to the approved budget to prevent overspending
• Approving monthly bank reconciliation statements
• Facilitating resource mobilization programmes
• Coordinating the implementation of quality management procedures and performance contracting processes
• Coordinating the preparation of the University's budget
• Facilitating responses to audit queries
• Mentoring and coaching staff

Qualifications and Requirements

• Bachelor's degree in Commerce, Accounting, Finance, or equivalent qualification from a recognized institution
• Cumulative service period of five (5) years' relevant work experience, with a minimum of three (3) years as a Senior Accountant
