About the Position
This vacancy presents an opportunity to join a leading organization. The Deputy Finance Officer is a permanent and pensionable position.
Job Purpose
To design, develop, and implement strategies for providing financial advice to University management and guidance in financial decision-making by establishing, monitoring, and enforcing appropriate financial policies and procedures to ensure compliance with Government financial regulations.
Key Responsibilities
Reporting to the Finance Officer, you will be responsible for:
- Coordinating the development of accounting policies, strategies, regulations, guidelines, and procedures
- Coordinating the preparation of annual financial statements
- Authorizing payments
- Coordinating the development and monitoring of departmental work plans
- Reviewing management reports and advising management on the University's financial performance
- Validating and approving administration of all tax and statutory compliance issues and effective management of payroll
- Ensuring accurate and timely payments for goods, works, and services
- Reviewing periodic reports for submission to the National Treasury
- Ensuring adherence to the approved budget to prevent overspending
- Approving monthly bank reconciliation statements
- Facilitating resource mobilization programmes
- Coordinating the implementation of quality management procedures and performance contracting processes
- Coordinating the preparation of the University's budget
- Facilitating responses to audit queries
- Mentoring and coaching staff
Qualifications and Requirements
- Bachelor's degree in Commerce, Accounting, Finance, or equivalent qualification from a recognized institution
- Cumulative service period of five (5) years' relevant work experience, with a minimum of three (3) years as a Senior Accountant
