About the Role
The Higher Education Loans Board (HELB) seeks an experienced professional to lead debt management operations. As Deputy Director, you will be responsible for the overall formulation, review, and implementation of loan repayment and recovery policies, procedures, systems, and strategies. Your work will manage credit risk and foster timely recovery and repayment of all matured Undergraduate, Partner Managed funds, Technical and Vocational Educational Training (TVET), and Jielimishe loans in both formal and informal sectors, creating a sustainable revolving fund.
Key Responsibilities
- Oversee management of the mature loan portfolio
- Formulate and implement debt management policies, strategies, and systems
- Liaise with relevant agencies and organizations on inspection, investigation, prosecution, and enforcement of HELB Act matters
- Prepare and submit periodic repayment and recovery reports to management and the Board of Directors
- Identify training needs for Divisional staff
- Formulate and implement interdepartmental Service Level Agreements (SLAs)
- Drive the department's Business Continuity Management (BCM)
- Manage relationships with relevant stakeholders
- Conduct appraisal and evaluation of staff performance within the department
- Develop and manage a knowledge sharing platform in the department
- Implement the Enterprise Risk Management Framework within the department
- Oversee allocation of all payments to individual loanee accounts to ensure accurate balances
- Oversee the process of issuance of compliance certificates
Required Qualifications
- Minimum 15 years of cumulative relevant work experience, with at least 3 years in a senior management capacity
