GFA Consulting Group is recruiting a motivated professional for a Team Leader position in Public Procurement.

Project Overview

This position is part of a project aimed at improving the delivery of services of public procurement agencies in Côte d'Ivoire. The project addresses the capacities of institutions that are particularly important for the participation of SMEs in the economy and aims to improve service delivery of relevant agencies for the promotion of fair competition.

Project Duration: 515 working days over 28 months (December 2021 – March 2024)

Key Responsibilities

• Overall responsibility for the advisory packages of the contractor
• Ensure coherence and complementarity of contractor services with other project services at local and national levels
• Design, implement, monitor, and evaluate capacity development measures for local partners in procurement and SME development
• Incorporate cross-cutting themes into all activities (such as gender equality)
• Manage staff, including identifying needs for short-term assignments, planning and managing assignments, and supporting local and international experts
• Ensure monitoring procedures are carried out according to project standards
• Provide regular reporting in accordance with established deadlines
• Check the use of funds and conduct financial planning in consultation with GIZ commission officer
• Support the GIZ commission officer in updating and adapting project strategy, conducting evaluations, and preparing follow-on phases
• Maintain contact with other donors

Required Qualifications

• Education: University degree (Bachelor's or Master's) in social sciences, business, economics, or comparable field
• Languages: French language proficiency required
