Position Overview
Applications are invited from suitably qualified persons to fill a vacancy in the post of Deputy Director, Procurement in the Parliamentary Service of Ghana.
The Deputy Director of Procurement shall provide support to the Clerk to Parliament and Management of the Service through the Director of Procurement by performing the duties outlined below.
Main Duties and Responsibilities
- Manage procurement activities of the Parliamentary Service, including tendering processes, evaluation, contracting, contract management, legal considerations, payment conditions, contractor management, performance evaluation, risk assessment, and sustainability
- Implement strategic sourcing to maximize value for money by conducting market surveys to ascertain the best products and suppliers related to best value, delivery schedules, and quality
- Identify strategic suppliers and maintain good relationships
- Develop database, mechanisms, and metrics to track supplier performance related to delivery, quality, and cost
- Prepare annual procurement plans for goods, services, and works based on the annual budget of Parliament and Parliamentary Services, and monitor their implementation
- Prepare and submit annual and other periodic reports on the procurement function to the Public Procurement Authority through the Parliamentary Service Board
- Ensure that procurement procedures and processes of the Parliamentary Service comply with the Public Procurement Act, 2003 (Act 663) as amended, its regulations, guidelines, and ethical standards
- Perform any other duties assigned by the Clerk to Parliament
Qualifications and Experience Required
A good first degree in Procurement, Logistics and Supply Chain Management or a relevant discipline from a recognized institution
