Clerk To Parliament at Parliamentary Service of Ghana

Position Overview

The Parliamentary Service of Ghana is seeking a qualified Ghanaian citizen to fill the position of Clerk to Parliament.

Job Summary

The Clerk to Parliament is the head of the Parliamentary Service and a member of the Parliamentary Service Board. This role serves as the Principal Adviser to the Speaker, Leadership, and Members of Parliament on matters concerning procedure, policy, and administration.

The Clerk assists the Speaker of Parliament in ensuring that the Parliament of Ghana operates in accordance with the Constitution of Ghana and the Standing Orders of the House.

The post holder shall exercise strategic leadership and sound judgment in the day-to-day administration of the Service in accordance with the provisions of the Parliamentary Service Act (Act 460), 1993 and the Parliamentary Service (Staff) Regulations, 2019, C.I 118.

Key Requirements

Educational Qualifications (one of the following):

• A Bachelor's Degree from a recognised university with a minimum of 18 years of continuous post-qualification experience in Administration, plus a Master's Degree or equivalent professional qualification
• A Master's Degree from a recognised university in a related field, with at least 15 years of post-qualification experience in Administration, plus a First Degree
• A Doctor of Philosophy (PhD) from a recognised university with at least 12 years of continuous post-qualification experience in Administration, plus a First Degree

Professional Experience & Competencies:

• Must have served at least at the grade of Deputy Clerk or equivalent position in a Public Service Institution
• Demonstrated competence and understanding of the rules and procedures of Parliamentary practice
• Mature, broad, and deep executive ability to make sound decisions
