Job Summary
The Parliamentary Service of Ghana is seeking a qualified Ghanaian to fill the position of Clerk to Parliament. The Clerk to Parliament is the head of the Parliamentary Service, a member of the Parliamentary Service Board, and the Principal Adviser to the Speaker, Leadership, and Members of Parliament on matters of procedure, policy, and administration.
The Clerk assists the Speaker of Parliament in ensuring that the Parliament of Ghana operates in accordance with the Constitution of Ghana and the Standing Orders of the House. The post holder shall exercise strategic leadership and sound judgment in the day-to-day administration of the Service in accordance with the provisions of the Parliamentary Service Act (Act 460), 1993 and the Parliamentary Service (Staff) Regulations, 2019, C.I 118.
Key Responsibilities
- Serve as head of the Parliamentary Service
- Provide principal advisory services to the Speaker, Leadership, and Members of Parliament on procedure, policy, and administration matters
- Ensure Parliament operates in accordance with the Constitution of Ghana and Standing Orders
- Exercise strategic leadership in day-to-day administration of the Service
- Oversee implementation of the Parliamentary Service Act (Act 460), 1993 and related regulations
Qualifications Required
Applicants must meet one of the following qualification pathways:
- Bachelor's Degree from a recognised university with a minimum of 18 years of continuous post-qualification experience in Administration, plus a Master's Degree or equivalent professional qualification
- Master's Degree from a recognised university in a related field, with at least 15 years of post-qualification experience in Administration, plus a First Degree
- Doctor of Philosophy (PhD) from a recognised university with at least 12 years of continuous post-qualification experience in Administration, plus a First Degree
Experience Requirements
- Must have served at least at the grade of Deputy Clerk or equivalent position in a Public Service Institution
- Minimum post-qualification experience in Administration as specified above
- Demonstrated competence and understanding of the rules and procedures of Parliamentary practice
Key Competencies
- Mature, broad, and deep executive ability for strategic decision-making
- Strong knowledge of Parliamentary procedure and practice
- Proven administrative expertise in public service institutions
