Infrastructure Specialist at Ministry of Local Government Decentralisation and Rural Development

Position Overview

The Ministry of Local Government Decentralisation and Rural Development seeks an Infrastructure Specialist to provide direct leadership and technical/engineering support to Zonal Coordinating Offices (ZCOs), satellite offices (SOs), and MMDAs in the execution of various community assets.

Scope of Assignments and Key Responsibilities

• Provide guidance and advice to Project Coordinators, Zonal and Satellite Staff on all technical issues and aspects of the sub-project cycle, including engineering, community infrastructure development, cost estimates, procurement plans, and compliance with environmental and social safeguard standards
• Support climate resilience and climate proofing of designs
• Oversee sub-project implementation, including labour-based approaches for delivering community infrastructure
• Manage sub-project closure activities, including final inspections
• Advise on operations and maintenance requirements
• Provide technical support in developing annual work plans and budgets for sub-projects based on District Medium Term Development Plans and other relevant project activities
• Coordinate collation and harmonisation of plans from zones into a national plan for project financing
• Provide guidelines for identification, appraisal, selection, and design of suitable sub-projects to ensure good synergy between functionality and required unskilled labour content
• Review sub-project designs and implementation activities to ensure they remain within budget
• Lead work studies to establish and review task rates for sub-project implementation
• Ensure adequate supervision and effective site management arrangements
