Director, Human Resources at Driver Vehicle and Licensing Authority (DVLA)

Job Purpose

To provide leadership and technical direction for the effective and efficient management of human resources in support of the Driver Vehicle and Licensing Authority's (DVLA) mandate.

Key Responsibilities

• Develop and implement human resource policies, procedures, strategies, regulations, guidelines, and frameworks aligned with Public Service standards and the Authority's mandate
• Develop and maintain Human Resource Management Information Systems for the Authority
• Oversee implementation of core HR functions including recruitment, compensation, staff postings, discipline, welfare, career development, and succession planning
• Oversee effective and efficient implementation of the performance management policy
• Coordinate capacity building initiatives, including training needs assessment and implementation for staff and service providers
• Recommend and coordinate organizational restructuring and management reviews
• Promote industrial harmony and maintain positive labor relations within the Authority
• Manage staff welfare issues in accordance with conditions of service
• Compile annual and periodic reports for the Department
• Conduct performance appraisals of departmental subordinate staff
• Prepare departmental budget inputs for the Authority's annual budget process

Required Qualifications and Experience

• Master's Degree in Business Administration (Human Resource Option) or related discipline from an accredited tertiary institution
• Strong knowledge of Public Service regulations and practices
• Demonstrated ethical leadership skills
