Job description
## Title: Chief Analyst – National Development Planning Commission
Job Overview
Under the direct guidance and supervision of the Director, the Chief Analyst provides technical leadership for development policy, planning, coordination, monitoring & evaluation, and research.
Duties and Responsibilities
- Lead the conduct of studies and technical assignments
- Prepare long-term and medium-term policy frameworks, planning guidelines, annual progress reports, and other key deliverables
- Build and sustain effective working relationships with sector agencies and sub-national structures
- Prepare work programmes and timetables in conformity with Division and Commission objectives
- Support the formulation of sectoral policies and plans
- Prepare quality policy papers
- Conduct research on national development issues and maintain a repository of knowledge for organizational learning and support to other organizations
- Track and evaluate the implementation of development plans, policies, and projects
- Coordinate and maintain effective Management Information Systems
- Recommend training needs of subordinate staff
- Conduct timely performance appraisals of assigned staff
- Perform other duties as assigned by Directors and Director-General
Qualifications and Experience
- Master's degree minimum in Development Planning, Development Policy, Economics, Social Sciences, Monitoring & Evaluation, or relevant discipline with strong analytical background
- Full certification by a recognized and relevant professional body
- Minimum 11 years' post-qualification experience, with at least 3 years in senior management
- Successful completion of competitive selection interview conducted by the Commission in consultation with the Public Service Commission
