## Title: Monitoring and Evaluation Specialist

Position Overview

The Ministry of Local Government Decentralisation and Rural Development seeks a Monitoring and Evaluation Specialist to develop and oversee comprehensive monitoring and evaluation systems, standards, and guidance. This is a full-time position based in Accra, Ghana.

Key Responsibilities

  • Establish a monitoring and evaluation system including a comprehensive manual with all processes and forms for data collection, validation, consolidation, and reporting in accordance with the Project Implementation Manual (PIM)
  • Develop a database with indicators to monitor project activity progress and establish systems to collect, process, analyse, transmit, and update data for informed decision-making
  • Assist in preparing annual work plans in close collaboration with Project Implementation Unit (PIU) staff
  • Integrate environmental and social indicators into the monitoring and evaluation manual
  • Support the development of community monitoring guidelines (including social audits and social accountability forums) to ensure high-quality implementation with meaningful community participation
  • Document and record community monitoring results to inform project implementation
  • Support the collection and monitoring of data for impact evaluation of the project
  • Prepare quarterly, mid-year, and annual progress reports and recommend improvements and course corrections to project implementation
  • Contribute to capacity building of project implementation staff and relevant stakeholders, including community facilitators
