About the Organization

The World Health Organization is seeking a Health Financing Officer to support Ghana's health sector governance and the implementation of the national health financing strategy.

Position Overview

This full-time position is based in Accra, Ghana and focuses on health financing within Ghana's health sector governance. Health care financing involves mobilizing funds from primary sources (households and firms) and secondary sources (Government and donors). These funds are accumulated in fund pools (health fund and National Health Insurance Fund) and are used to purchase services and products that promote, maintain and restore health.

Strategic Context

The vision of the Ghana health financing strategy is moving towards universal health coverage through comprehensive financing mechanisms that include all types of public and private funding. The strategy balances revenue increases and improved expenditure management, including efficiency gains, while expanding access to quality service delivery in a sustainable manner.

Achieving the health system goals of improving health outcomes, providing financial risk protection and increasing system responsiveness requires direct contributions from health financing and clear relationships to other health system functions.

Key Challenges

• The distribution pattern of health workers is skewed in favour of more affluent regions, predominantly in the southern half of the country
• Highly skilled professionals (medical doctors, nurses, pharmacists, allied health professionals) are concentrated in Greater Accra region and in Korle Bu and Komfo Anokye Teaching Hospitals
• Absence of a comprehensive and accurate database on the health workforce, particularly regarding numbers, distribution, historical trends, and attrition

Primary Responsibilities

• Formulation and implementation of policies on good governance for transparency, accountability and inclusiveness
• Pursuing equity in health financing with special emphasis on addressing regional disparities
