## Title: Director, Human Resources
Job Purpose
To provide leadership and technical direction for effective and efficient management of human resources for the achievement of the mandate of the Authority.
Position Overview
This is an exciting opportunity for a motivated professional to lead the human resources function at the Driver Vehicle and Licensing Authority (DVLA).
Duties and Responsibilities
- Provide inputs for the development of human resource policies, procedures, strategies, guidelines, and regulations for the achievement of the Authority's mandate
- Develop and maintain Human Resource Management Information Systems for the Authority
- Oversee the implementation of human resource functions including recruitment, compensation, postings, discipline, welfare, career development, and succession planning
- Oversee the effective and efficient implementation of the performance management policy
- Coordinate capacity-building initiatives, including training needs assessment and implementation for the Authority and service providers
- Recommend and coordinate organizational restructuring and management reviews
- Ensure the promotion of industrial harmony within the Authority
- Manage welfare issues of staff as required by conditions of service
- Compile annual and other periodic reports for the Department
- Appraise the performance of subordinate staff
- Compile departmental inputs for the preparation of the Authority's annual budget
Required Qualifications
- A minimum of a Master's Degree in Business Administration (Human Resource Option) or other related disciplines from accredited tertiary institutions
- A minimum of ten (10) years post-qualification relevant work experience, with at least five (5) years in a senior management position in a reputable organization
Required Skills
- Strong knowledge of Public Service regulations and procedures
- Strong ethical leadership skills
