Position Overview
The Parliamentary Service of Ghana invites applications from suitably qualified persons to fill the position of Chief Finance Officer.
Job Summary
The Chief Finance Officer will oversee and manage the operations of the Financial Management Services Division, ensuring strict compliance with accounting standards and legal obligations imposed on Parliament and the Parliamentary Service.
Main Duties and Responsibilities
The Chief Finance Officer shall assist the Clerk to Parliament and management of the service through the Deputy Clerk responsible for corporate and financial management services by performing the following duties:
- Oversee and coordinate quality control measures in the provision of services relating to finance, budget, accounting, compensation, pensions, procurement, and related services to the Speakership, Leadership, Membership, Clerkship, Senior Management, and the House
- Ensure financial, budgeting, accounting, compensation, pensions, and procurement policies and procedures are in accordance with statutory regulations and global standards
- Monitor the overall funding status, disbursements, repayments, and related reporting in the service
- Ensure that all financial, budgeting, accounting, compensation, pensions, and procurement records are properly and timely maintained, with reporting cycles and associated engagements performed in accordance with regulatory and organisational requirements
- Coordinate with stakeholders for arrangement and management of funds in the service
- Ensure financial projections and budgets are aligned with corporate and departmental strategic plans
- Ensure the implementation of a proper accounting system for bookkeeping and operational support in accordance with established standards
