Chief Analyst x2 at National Development Planning Commission

Job Purpose

Under the direct guidance and supervision of the director, the Chief Analyst provides technical leadership for development policy, planning, coordination, monitoring and evaluation, and research.

Duties and Responsibilities

• Lead the conduct of studies and technical assignments
• Prepare long-term and medium-term policy frameworks, planning guidelines, and annual progress reports
• Build and sustain effective working relationships with sector agencies and sub-national structures
• Prepare work programmes and timetables in conformity with the Division's and Commission's objectives
• Support the formulation of sectoral policies and plans
• Prepare quality policy papers
• Conduct research on national development issues and maintain a repository of knowledge for learning purposes and to assist other organizations as needed
• Track and evaluate the implementation of development plans, policies, and projects
• Coordinate and maintain effective Management Information Systems
• Recommend training needs of subordinate staff
• Conduct timely appraisals of assigned staff
• Perform any other duties as assigned by Directors and the Director-General

Qualifications and Experience

• Minimum Master's degree in Development Planning, Development Policy, Economics, Social Sciences, Monitoring & Evaluation, or a relevant discipline with strong analytical background
• Full certification by a recognised and relevant professional body
• Minimum eleven (11) years' post-qualification experience, with at least three (3) years in senior management
• Pass a competitive selection interview conducted by the Commission in consultation with the Public Service Commission
