Job Summary
The Lead Facilitator for Empowerment (Lead FFE) provides technical leadership and supervisory oversight for the Community Healthy Entrepreneurs (CHEs) pilot project at woreda and kebele levels. The Lead FFE ensures quality implementation of health entrepreneurship activities, supervises Field Facilitators for Empowerment (FFEs), and strengthens institutional linkages with local health systems.
This position is responsible for systematically identifying program quality gaps, guiding FFEs in planning and execution, and ensuring accountability, gender equity, and inclusion across all interventions. The Lead FFE consolidates reports, documents lessons learned, and represents CARE in zone and woreda-level coordination platforms related to the CHEs project. Close collaboration with health center pharmacies ensures effective stock management and timely replenishment of healthcare products to community health entrepreneurs, including health extension workers and women development army leaders.
Key Responsibilities
Program Quality Implementation and Technical Leadership (40% of time)
- Provide technical guidance to FFEs on facilitation, health commodity distribution, and entrepreneurship training
- Ensure program activities meet CARE standards, donor requirements, and government health extension protocols
- Conduct supervision visits, coaching sessions, and performance reviews of FFEs and CHEs
- Validate kebele-level health action plans and ensure integration with woreda health systems
- Monitor adoption of new health practices and technologies, ensuring equity and inclusion across beneficiaries
Supervision and Capacity Building of FFEs (30% of time)
- Directly supervise FFEs, assign responsibilities, and monitor progress against targets
- Facilitate peer learning, refresher trainings, and professional development initiatives for FFEs
- Ensure accountability mechanisms for gender equity, participatory approaches, and non-discrimination are consistently applied
- Support FFEs in documenting case studies, lessons learned, and best practices
