General Description of the Role
The Safety & Access Officer will be responsible for the development and implementation of safety and access strategies within their regional remit. This role ensures that robust security systems are in place to support GOAL Ethiopia humanitarian operations, while enabling safe access to affected populations. The officer will provide expert analysis, training, and strategic guidance to country teams, working closely with senior leadership to ensure staff safety and operational continuity in complex and volatile environments.
Key Areas of Accountability
Strategic Safety & Access Management
- Implement designated regional-specific safety and access strategies aligned with organizational policies and humanitarian principles
- Support the Safety & Access Manager in integrating safety and access considerations into program planning and delivery
- Advise on risk mitigation measures and contingency planning for field operations
Security Systems Oversight
- Ensure implementation and regular review of security management systems within the designated region
- Conduct field assessments and audits to evaluate the effectiveness of current safety protocols
- Lead local incident management processes and ensure lessons learned are captured and applied
Contextual Analysis & Reporting
- Monitor and analyze political, social, and conflict dynamics within regional responsibility, producing regular security updates and forecasts
- Provide timely and actionable advice to senior leadership based on contextual developments
- Maintain strong networks with local and international security actors to enhance situational awareness
Capacity Building & Training
- Deliver tailored safety and access training for staff at all levels, including crisis response, personal safety, and access negotiation
- Promote a culture of safety and preparedness across operational field offices
