Expression of Interest for Hiring a Design and Build Contractor for the Proposed RSSB Fit

The Rwanda Social Security Board (RSSB) invites eligible and qualified Design and Build contractors to submit their Expression of Interest (EOI) for the proposed RSSB fit-out and revamping works.

Project Scope

The project encompasses the following works:

• Installation of a modern boardroom (Tower 1, 10th floor, capacity 50+ persons)
• Renovation of the staff canteen and kitchen (Tower I)
• Soundproofing of offices on the First floor and Ground floor (Tower I)
• Sanitation improvement works for Tower I and Tower II
• Establishment of a dedicated Mother's room
• Revamping of the Entrance and Reception Area (Level -2)

Project Objective

To engage a competent contractor capable of delivering a complete Design and Build solution for the proposed RSSB fit-out and revamping works.

Bidding Process

This procurement will be conducted under a two-stage National Competitive Bidding (NCB) process.

Stage 1: Expression of Interest (EOI) and Technical Evaluation

• Interested bidders must submit their Expression of Interest, including technical proposals demonstrating their experience, methodology, and capability
• Bidders will be given fourteen (14) calendar days from the date of publication to submit their EOI
• Only bidders who attain a minimum score of 80% in the technical evaluation shall be shortlisted

Stage 2: Request for Proposals (RFP)

• Shortlisted bidders will be issued the Request for Proposals (RFP) to proceed with the next stage of the bidding process
• Shortlisted bidders will be invited to a bid clarification meeting before submission
