Tender Overview

Compassion International — Rwanda Office (CIRW) invites qualified and eligible firms to submit bids for the provision of Data Collection Services for the Program Cycle Adoption (PCA) 3.1 Data Collection Exercise.

CIRW is a Christ-centered organization committed to the holistic development of children in partnership with local churches. As part of its ongoing program effectiveness assessment, CIRW is conducting a large-scale data collection exercise focusing on Level 2 Outcomes and Program Satisfaction Measures across selected Frontline Church Partners (FCPs) in Rwanda.

Scope of Assignment

• Recruit and deploy 120 data collectors plus 5 reserves
• Coverage across 137 Frontline Church Partners (FCPs) in all 30 districts of Rwanda
• Administer surveys to approximately 15,841 children and youth and 2,877 FCP staff
• Data Collection Period: July 6–31, 2026
• Training Period: June 22–26, 2026

Required Experience and Capacity

Interested firms should demonstrate proven experience and capacity in:

• Large-scale field data collection
• Team management
• Digital data collection operations
