Rwanda Ultimate Golf Course Ltd is a private company established to position Rwanda as the best golfing destination in Africa and among the greatest in the world. The Kigali Golf Resort & Villas, our flagship project, is a real estate masterpiece designed by world-renowned architect Gary Player. The facility will include a championship golf course, five-star clubhouse, and premium amenities.

Position Summary

The HR Manager is responsible for providing strategic leadership and direction to the Human Resources function at Rwanda Ultimate Golf Course, ensuring effective people management, compliance with labor laws, and alignment with organizational objectives.

This role oversees the full spectrum of HR operations including talent acquisition, employee relations, performance management, training and development, and organizational culture. The HR Manager works closely with senior leadership to build a high-performing workforce, foster employee engagement, and support the sustainable growth of the organization.

Key Responsibilities

• Develop and implement HR strategies, policies, and systems aligned with organizational mission and business objectives
• Lead workforce planning, recruitment strategy, and talent acquisition across all departments
• Oversee and manage employee relations matters for Grade 4 and above, including disciplinary processes and conflict resolution
• Design, implement, and monitor the performance management system
• Lead employee engagement, retention, and organizational culture initiatives
• Oversee training and development programs, including internal and external learning interventions
• Ensure compliance with labor laws, company policies, and health and safety regulations
• Develop and oversee compensation and benefits structures in line with market practices and budget
