Job Description

A reputable public institution is seeking to recruit a highly qualified, experienced and results-oriented professional for the position of Director, Policy, Planning, Monitoring and Evaluation (PPM&E)

Job Purpose

•To provide leadership, technical and administrative direction within a reputable public institution to ensure the effective and efficient performance of the policy, planning, monitoring and evaluation functions of the organisation

Key Duties and Responsibilities

The successful candidate will be required to:

•Provide technical input for the formulation and review of policies

•Lead the implementation, monitoring and evaluation of programmes and activities of the Directorate

•Ensure the efficient and effective management of the human, material and financial resources of the Directorate

•Lead the development, implementation and review of a comprehensive monitoring and evaluation framework for programmes, projects and activities of the organisation

•Oversee the preparation of policies, the strategic plan and the organisation’s medium-term development and annual action plans in line with national development planning commission (NDPC) guidelines

•Coordinate the development of performance indicators for monitoring and evaluating the organisation’s programmes and activities

•Ensure the development and management of a comprehensive database of the organisation’s projects and programmes

•Coordinate the preparation of annual work plans, budgets and periodic reports of the organisation and the Directorate

•Build and maintain strategic relationship with government institution, public and private sector partner, development partners and other stakeholders both locally and internationally

•Oversee the implementation of the performance management system within the Directorate

Qualification Required & Experience

•A minimum of a master’s degree in health economics, statistics, project management, monitoring and evaluation or any other related discipline from an accredited tertiary institution

•Must be a member of a relevant and recognized professional body

•A minimum of 10 years post-bachelor’s relevant work experience, 5 years of which must be at a senior management level in a reputable

•Excellent knowledge and practical application of statistical tools and software

•Strong quantitative and qualitative analytical skills

•Good knowledge of financial management laws and regulations

•Strong project and programme management skills

•Good knowledge of labour laws and regulations

•Strong analytical, critical thinking and innovation skills

•Excellent, communication, interpersonal and presentation skills

•Strong negotiation, lobbying and conflict management skills

•High level of integrity and ethical standards

•Good working knowledge of Life Sciences
