1. Job PurposeTo plan, lead, and control all local purchasing activities to ensure timely, cost-effective, and quality acquisition of goods and services in compliance with organizational policies and procedures.2. Key Duties and ResponsibilitiesA. Planning & StrategyDevelop annual and periodic local purchasing plans aligned with organizational needsPrepare procurement budgets and cost-saving strategiesConduct market research and supplier analysisEstablish sourcing strategies for local materials and servicesB. Purchasing OperationsOversee processing of purchase requisitions and purchase ordersEnsure timely procurement of required goods and servicesMonitor delivery schedules and resolve procurement delaysEnsure compliance with procurement procedures and policiesC. Supplier ManagementIdentify, evaluate, and select reliable local suppliersLead supplier negotiations for price, quality, and delivery termsDevelop and maintain supplier databaseMonitor supplier performance and manage vendor relationshipsD. Cost Control & ComplianceEnsure cost-effective procurement practicesImplement internal controls to prevent procurement risks and fraudEnsure compliance with organizational procurement policies and regulationsSupport audit activities and respond to findingsE. Coordination & CommunicationCoordinate with user departments for requirement clarificationWork closely with finance, warehouse, and logistics unitsProvide procurement status reports to managementFacilitate cross-functional procurement meetingsF.
