Department: Human Resources & AdministrationLocation: Addis AbabaReports to: General ManagerJob Purpose The Senior HR Officer leads the company's human resource and administrative functions, ensuring 100% compliance with Ethiopian Labour Proclamation No. 1156/2019 and related regulations. The role drives HR system improvements (including digital tools/HRIS), supports talent strategies, and enables sustainable organizational growth through a compliant, engaged, and high-performing workforce.Key ResponsibilitiesRecruitment, Workforce Planning & OnboardingLead full-cycle recruitment: workforce planning, job profiling, sourcing, screening, interviews, selection, background/reference checks.Prepare contracts and manage structured onboarding.Advise leadership on talent strategies and manpower needs.HR Policy, Compliance & Employee RelationsEnsure adherence to Labour Proclamation No. 1156/2019 (working hours, leave, termination, OHS, non-discrimination).Develop/update/implement HR policies, procedures, disciplinary/grievance processes.Promote harassment-free workplace and safety standards.Personnel Records & HR SystemsMaintain accurate, confidential, audit-ready employee records (physical/digital).Strengthen HR filing, documentation, and digital HRIS/database systems for efficiency and compliance.Payroll & Benefits AdministrationOversee payroll accuracy (attendance, overtime, leave, allowances) in coordination with finance.Manage benefits and resolve complex payroll queries.Performance Management & DevelopmentSupport performance evaluations and training (e.g., First Aid, Fire Safety, OHS, Customer Service, SOPs).Identify skill gaps, propose development plans, and drive engagement/retention.Time, Attendance & LeaveMonitor systems for compliance with regulations.Analyze HR data for trends, risks, and insights.HR Reporting & Strategic AdvisoryDeliver metrics/reports (turnover, absenteeism, training, compliance).Advise on workforce risks, planning, and organizational improvements.Administrative OversightSupervise office coordination, travel, logistics, and events for smooth inter-departmental operations.Confidentiality & IntegrityUphold highest standards of confidentiality, ethics, and professionalism as a trusted advisor.
