Terms of Reference (Tor) for Consultancy to Develop Strategic Documents for Money Tap LTD

Background

Money Tap Ltd is a company duly registered with the office of the Registrar General and licensed by the National Bank of Rwanda to operate as a non-deposit taking finance institution in Rwanda. The company is committed to offering accessible, transparent, and innovative financial solutions that empower individuals and businesses to grow and achieve their financial goals.

To comply with regulator requirements, Money Tap Ltd seeks to hire a consultant to assist in developing key strategic documents.

Scope of Work

The consultant will develop the following documents:

• Governance structure document
• Strategic and business plans
• Core business operating policies (credit and recovery policy)
• Investment and funding policies

Primary Objectives

1. Develop a Governance Structure Document

Design and propose a governance model for Money Tap Ltd that ensures effective decision-making, accountability, and alignment with best practices for non-deposit taking financial service providers in Rwanda. This will include defining roles and responsibilities for board members, staff, and other board committees.

2. Develop a Strategic and Business Plan

Create a strategic plan and business plan that outline the strategic goals, operating model, target market, and financial projections of Money Tap Ltd. This document will serve as a guide for day-to-day operations and as a crucial document to secure funding by demonstrating how Money Tap Ltd will remain sustainable and profitable for the five-year period 2026-2030.

3. Develop Core Business Operating Policies

Develop comprehensive business operating policies and procedures, including:

• Credit policy
• Funding and investment policy
• Consumer protection policy
• Anti-money laundering policy
• Risk management framework

4. Capacity Building and Training

Provide training to board members and staff on the developed strategic documents and policies.
