Terms of Reference (ToR) for Consultancy to Develop Money Tap LTD’s Internal Policies and Procedures

Background

Money Tap Ltd is a company duly registered with the Registrar General and licensed by the National Bank of Rwanda to operate as a Non-deposit taking Finance Institution. The organization is committed to offering accessible, transparent, and innovative financial solutions that empower individuals and businesses to grow and achieve their financial goals.

To comply with regulatory requirements, Money Tap Ltd seeks to hire a consultant to assist in developing comprehensive internal policies and procedures.

Scope of Policies and Procedures

The consultancy will cover development of the following areas:

• Accounting and finance policy
• Human resources management policies
• Code of conduct
• Data protection policy
• Internal controls frameworks
• Administrative and communication procedures
• Consumer protection policy
• Anti-money laundering policy
• Risk management policy

Objectives of the Consultancy

The main objective is to design, develop, and formalize a comprehensive set of company policies, procedures, and frameworks that will:

• Support the effective and efficient operations of Money Tap Ltd
• Ensure compliance with local laws, Central Bank requirements, and best practices
• Promote transparency, accountability, and good governance

Scope of Work

The consultant will be responsible for the following:

Assessment and Review

• Conduct an initial assessment of Money Tap Ltd's current operations, resources, and organizational structure
• Review existing informal processes and identify gaps in policies, procedures, and systems
• Review Money Tap Ltd's relevant regulatory frameworks

Deliverables

• Inception Report: A detailed report outlining the methodology, timeline, work plan, and initial findings from the assessment phase
• Draft set of policies and procedures covering financial management
