TERMS OF REFERENCE (TOR) FOR BASELINE SURVEY

Task: Baseline Survey for Mukingo Water Sanitation and Hygiene (WASH) Program covering Mukingo and Kigoma sectors of Nyanza District, South Province of Rwanda

Background

Living Water International (LWI), headquartered in Houston, Texas – USA, is a global Christian non-governmental organization whose mission is to demonstrate the love of God by helping communities acquire desperately needed clean water, and to experience “living water”—the gospel of Jesus Christ—which alone satisfies the deepest thirst.

LWI’s programs are clustered into three key sectors namely: water access; hygiene and sanitation promotion; and Christian witness, boosted by church and community mobilization for sustainability of holistic Water, Sanitation and Hygiene (WASH) interventions. All sustainably delivered within a framework of church and community mobilization. These program themes also integrate WASH inclusion for all types of none-served people , Creation care (environmental stewardship ) and building community resilience to disasters.

Living Water International has been operating in Rwanda since 2007 and has implemented water projects across the country, particularly in Ruhango and Nyanza and Rwamagana Districts where WASH Program Areas (WPAs) have been established. In 2026, Living Water International Rwanda (LWIR) is planning to rescope its WASH program in Nyanza District to establish a new Program namely “Mukingo WASH Program Area” that will cover the two sectors Nyanza district namely Mukingo and Kigoma. 

In this context, LWIR wishes to hire an experienced Consultant to conduct a household-level baseline survey for Mukingo WASH Program to generate WASH data required to establish benchmarks for key output and outcome indicators and to guide effective program implementation. 

2. Baseline Survey Objectives

The objectives of the Mukingo WASH Program baseline survey are to: 

Assess and report on the context in which program beneficiaries live.
Establish benchmarks for monitoring and assessing program progress and effectiveness during implementation.
Guide program implementation by ensuring that proposed interventions respond to community needs.
Enhance accountability and facilitate learning, while directing efforts where they are most needed.
Identify challenges, risks, and opportunities that may affect achievement of program goals, and provide actionable recommendations.
3. The Program Goal and Outcomes

The Program Goal is to have resilient households that are transformed physically, socially, and spiritually through sustainable basic WASH services in Mukingo and Kigoma Sectors.

Outcomes:

Outcome 1: Improved access to sustainable, safe, adequate, and equitable water services for people living in Mukingo and Kigoma Sectors.
Outcome 2: Improved access to sustainable and inclusive sanitation services and adoption of appropriate hygiene behaviors.
