Overview

The Development Bank of Rwanda invites qualified bidders to submit proposals for Capacity Building and Technical Assistance to Women-Led Small and Medium Enterprises (SMEs) under the BRD Shabuka Product.

Scope of Work

The tender is divided into two lots. Bidders may submit proposals for one or both lots:

• Lot 1: Capacity Building (Training & Coaching for Women-Led SMEs)
• Lot 2: Technical Assistance (SME Identification, Screening, Investment Readiness & Technical Support)

Request for Proposal Documents

The Request for Proposal documents in English are available from the BRD procurement office starting 10th April 2026 during office hours (8:30 AM to 6:00 PM local time).

A non-refundable tender document fee of Twenty Thousand Rwandan Francs (20,000 FRW) is required.

Submission Requirements

• Submit one (1) original copy of technical and financial proposals
• Technical and financial proposals must be in separate envelopes
• Both envelopes placed in an outer envelope
• Include bidder name, address, and tender reference on outer envelope
• All documents must be written in English
• Submit a password-protected soft copy version

Proposal Opening

Proposals will be opened at 10:00 AM on 23rd April 2026 at BRD headquarters in the presence of bidders or their representatives who wish to attend.
