Job Description
Electrofax Engineering Services (GH) Limited is seeking to recruit HSE Officer.
Position Title: Health, Safety and Environment (HSE) Officer – Transmission Line & Substation Relocation Project
Job Purpose
To ensure the safe execution of all project activities while maintaining compliance with health, safety, environmental, and mining regulatory requirements.
Key Responsibilities
- Develop and implement the Project HSE Management Plan.
- Conduct hazard identification and risk assessments.
- Monitor compliance with permit-to-work systems and safe work procedures.
- Conduct site safety inspections and audits.
- Facilitate toolbox talks, safety meetings, and awareness campaigns.
- Investigate incidents, near misses, and unsafe conditions.
- Develop corrective and preventive action plans.
- Monitor contractor HSE performance and compliance.
- Ensure proper use of personal protective equipment (PPE).
- Coordinate emergency preparedness and response activities.
- Monitor environmental management measures and reporting.
- Maintain HSE statistics and performance reports.
- Ensure compliance with mining regulations, environmental permits, and client requirements.
- NEBOSH International General Certificate (mandatory).
- MINCOM certification (mandatory).
- Minimum of 5–10 years experience in occupational health, safety, and environmental management.
- Experience in high-voltage electrical construction projects, mining, or heavy industrial environments.
- Knowledge of local occupational health and safety regulations and international best practices.
- Experience working on high-voltage transmission and substation projects (161kV or above preferred).
- Strong knowledge of utility standards, engineering codes, and regulatory requirements.
- Ability to work in multidisciplinary teams and remote project locations.
- Strong communication, reporting, and stakeholder engagement skills.
- Proficiency in Microsoft Office and relevant engineering/project management software.
- Commitment to quality, safety, environmental stewardship, and ethical conduct.
- Ability to work under demanding schedules while maintaining high professional standards.
